Use of Mobile Phones While Driving – Legislation in Israel

 

In Israel, according to the Traffic Regulations of 1961 (hereafter "Traffic Regulations") and the Traffic Ordinance of 1961 (New Version) (hereafter "Traffic Ordinance):

  • While the vehicle is in motion, the driver may not hold a phone, whether fixed or mobile and may not use it inside the vehicle, except with a hands-free accessory/handset (defined in the law as an accessory that enables using the phone without holding it).
  • While the vehicle is in motion, it is forbidden to send or read text messages (sms). (Regulation 28(b)(1) of the Traffic Regulations).
  • Driving instructors are also forbidden to use fixed or mobile phones while instructing, except with the use of a hands-free accessory (paragraph 16 of the Traffic Regulations)

The restriction on the use of mobile phone while driving is due first and foremost to the fear of accidents that may result from lowered concentration and distraction.

 

Extent of Use of Mobile Phones Among Children and Adolescents in Israel

In recent years a number of studies have investigated the extent of use of mobile phones among young people, as well as additional aspects of their use.  The following is a summary of the main findings from some of them.

Children and adolescents began using mobile phones sometime after adults.  As with adult use patterns, here too there has been an impressive increase in the extent of use of mobile phones, together with a lowering of the age at first use.

 

The increasing use of mobile phones by children raises numerous issues, such as: are there health effects specific to young users?  Should the minimal age at use be restricted? Should there be restricted use while the children are in school?  Can sales of mobile phones be restricted below a certain age? Should mobile phone advertising aimed at children be prohibited?

Electromagnetic Hypersensitivity

Electromagnetic radiation from natural sources accompanies life on earth. With the multiplicity of man-made sources of non-ionizing radiation, we witness claims from individuals who believe that exposure to this radiation affects their health.  They report that exposure to non-ionizing radiation leads to the manifestation of various non-specific symptoms (such as headaches, vertigo, sleep disturbances, fatigue, problems of concentration, dizziness, nausea, elevated pulse rate, digestive problems) and/or skin problems (redness, itching, burning sensations).  The source and type of radiation purported to cause these phenomena differ between individuals.  Some report the appearance of the symptoms when they are close to a source of very low frequency radiation, such as power lines or electrical household appliances, while others report experiencing their symptoms in the vicinity of a source of radiofrequency radiation, such as mobile phones or cellular base stations.

 

This phenomenon is known as Electromagnetic Hypersensitivity (EHS).  However, since overall existing knowledge provides no scientific proof that exposure to electromagnetic radiation causes these phenomena, and since the causes of these manifestations and their mechanism of action are unknown, scientists researching this topic have named it Idiopathic Environmental Intolerance to Electromagnetic Fields, or IEI-EMF.

 

This phenomenon is similar to other non-specific sensitivities, such as Multiple Chemical Sensitivities, related to environmental exposure to low levels of chemicals.  This too is characterized by a wide range of non-specific symptoms, not verified toxicologically or physiologically.

Almost all of us use mobile phones for various purposes, and it is important we know as much as possible about them.  Mobile phones have become a favored and important tool for many of us in our daily lives.  Technological advances have enabled us to use the phone to communicate from any place and at any time, as well as to send text messages, surf the Internet, play games, make purchases through the Internet, and more.

 

We are interested to know how much you, the adolescent generation, know about your mobile phone, and how we can help you to know a little more.  To this end we have summarized the information for you, and prepared a number of activities that will make you think when, how much and in what way you will want to use your phone.  Please note the rules that will guide you towards the educated use of the mobile phone.

Radio waves are used in a variety of ways developed by man since the discovery of radiofrequency (RF) radiation. Among the more common types of radio-related technologies are the following:

The radio is generally perceived by the public in the context of radio broadcasts, and is less well-known from the broader aspect of radiofrequency (RF or radio waves).  In general, the term radio embraces the means and technologies for transmitting and receiving information (e.g. sound and image) by means of radiofrequency radiation. The transmission of images is generally perceived as 'television broadcasts', although it too is achieved through radiofrequency radiation.
